Results of SurveyUSA Election Poll #28005

Little Drama in California's Gubernatorial Election, Generic Congressional Ballot; Propositions 39 and 40 Show Yes Leading No By 8-10 Points:

SurveyUSA's latest exclusive polling for KGTV News 10 and the San Diego Union Tribune shows Democrat Xavier Becerra defeating Republican Steve Hilton in the race for Governor, 55% to 33%, with 12% of voters undecided.

Hilton leads by 71 points among Republicans and among 2024 Trump voters, by 58 points among conservatives, and by 73 points among the 7% of likely voters who say immigration is the biggest issue facing California right now. Becerra leads by double digits among every other demographic subgroup, on all other issues, and throughout the state, with the exception of rural areas and the Inland Empire, where Becerra leads by 5.

The numbers are similar when likely voters are asked if they will vote for a Republican candidate or a Democratic candidate in their local election for US House of Representatives, with 58% saying they will vote for a Democrat and 33% for a Republican, a 25-point lead for the Democrats. 10% are undecided here. Leads largely break down as they do in the race for Governor, with those groups breaking for Hilton also voting Republican for US House, and those voting for Becerra also voting Democratic in their Congressional contest. Note that voters in 8 of California's 52 congressional districts will be choosing between two Democrats on their ballots, while voters in one district, CA-40, will choose between two Republicans, and those in CA-06 will be choosing between a Democrat and a candidate with no party affiliation, Kevin Kiley, the incumbent representing the pre-redistricting CA-03.

Things aren't as clear in the down-ballot, nonpartisan race for Superintendent of Public Instruction. Here, a 53% majority of voters tell SurveyUSA they are undecided, while 26% say they will vote for Richard Barrera, a Democrat and president of the San Diego Unified School District Board of Education, and 20% say they will vote for Sonja Shaw, a Republican and president of the Chino Valley Unified School District Board of Education. "Undecided" leads across the board, with two exceptions: voters under age 35, where Barrera takes 37%, undecided 36%, and Shaw 27%; and among those voters who say housing is the most important issue, 9% of the electorate, where it's 40% for Barrera, 34% undecided, and 25% for Shaw.

Two ballot measures polled by SurveyUSA both have support today, though support on both measures falls short of majorities. First, on Proposition 39, which would prohibit citizens from voting unless they present government-issued identification, 48% today say they would vote yes, 38% no; 13% are undecided. Republicans and conservatives support by margins of 66-67 points, while progressives, Democrats, and liberals are opposed, but by smaller margins of 33, 21, and 10 points, respectively. Moderates split, with 44% voting no, 42% voting yes. Voters under age 50 vote yes by a 33-point margin; those 50 to 64 vote yes by a 7-point margin; those 65+ vote no by a 21-point margin.

Support for Proposition 40, which if passed would impose a one-time tax on billionaires equal to 5% of their wealth, has a slightly smaller margin, with 48% again voting yes, 40% voting no, and 12% undecided. Much of the support here is flipped, in comparison to Proposition 39, with yes margins coming from progressives (43 points), Democrats (32 points), and liberals (29 points), while conservatives and Republicans vote no (by respective margins of 27 and 22 points). Those in households earning less than $80,000 annually support Proposition 40 by 11-12 point margins, while those earning more than $80,000 annually – a group which could in theory contain one or more of California's estimated 200-250 billionaires, but which nearly certainly does not – are evenly split on the measure.

Moving on to net approval ratings among all registered voters, calculated by subtracting disapproval from approval, for the President, for the Governor, for Congress, and for the state legislature, we find all but one underwater – and that one is just barely in positive territory. From highest to lowest:
  • +2: Gavin Newsom. 44% approve of the job Newsom is doing as Governor; 42% disapprove. Highest, +52, among Democrats; lowest, -62, among Trump voters.
  • -5: The California legislature. 34% approve of the job the legislature is doing in Sacramento; 39% disapprove. High of +34 among liberals; low of -67 among those who say immigration is the state's top issue.
  • -37: Donald Trump. 29% approve, 66% disapprove. Highest, +56, among Republicans; also positive among his voters (+52), immigration voters (+41), and conservatives (+34). Underwater everywhere else, including lows of -93 among Harris voters, -85 among Democrats, and -81 among liberals.
  • -48: Congress. 17% approve, 65% disapprove. Negative among every group. Highest, -10, among Republicans; lowest, -70, among seniors.
And finally, on the economy:

31% of all adults expect to be worse off financially in six months than they are today; 22% expect to be better off; the plurality, 40%, expect they'll be doing about the same.

84% say the cost of food has increased for them over the past six months; 77% say the cost of transportation or gasoline has; 63% say their utility bills have risen; 35% say the cost of health care has gone up; 34% say their rent or mortgage payments have increased; just 4% say none of these costs have increased for them.

Only 22% say their incomes have kept pace with their costs; 71% say they have not.

70% say they are concerned about paying their bills each month, with 35% very concerned and another 35% somewhat concerned; 28% say they are not very (17%) or not at all (11%) concerned.

Fully crosstabbed results follow; results of an identical survey, conducted in San Diego County only, are at this link.

About the Research / Filtering: SurveyUSA interviewed 1,000 adults from the entire state of California 09/15/26 through 09/20/26 online, using nonprobability sample of online adult panelists chosen randomly by Cint USA. Of the adults, 837 were identified as being registered voters and were asked Q2 and Q9-Q12 below. Of the registered voters, 742 were identified as being likely to vote in the November general election and were asked Q3-Q8 below. The full pool of adult survey respondents was weighted to US Census-derived targets for gender, age, ethnicity, education, and home ownership, and to statewide party registration targets.

California voters will also vote on a number of ballot propositions this November. We're going to ask you about two of them.

First, Proposition 39, which would prohibit citizens from voting unless they present government-issued identification.

A YES vote on this measure means: Voters would be required to present additional identifying information to elections officials each time they vote.

A NO vote on this measure means: A voter's identity would continue to be established with the voter's signature.

If the election were today and you were filling out your ballot right now, how would you vote on Proposition 39?

Next, Proposition 40, which imposes a one-time tax on certain taxpayers.

A YES vote on this measure means: The state would collect a one-time tax from billionaires equal to 5 percent of their wealth.

A NO vote on this measure means: The state would not collect a one-time tax from billionaires equal to 5 percent of their wealth.

If the election were today and you were filling out your ballot right now, how would you vote on Proposition 40?
